Angry China shadows U.S. warship near man-made islands

A U.S. guided-missile destroyer sailed close to one of China's man-made islands in the South China Sea on Tuesday, drawing an angry rebuke from Beijing, which said it had tracked and warned the ship and called in the U.S. ambassador to protest.
The USS Lassen's patrol was the most significant U.S. challenge yet to the 12-nautical-mile territorial limits China claims around artificial islands it has built up in the Spratly archipelago as Beijing exercises its growing maritime power.
Washington's move followed months of deliberation by the administration of President Barack Obama and could ratchet up tension in one of the world's busiest shipping lanes and increase strains in U.S.-China relations.
A U.S. defense official said the Lassen also went within 12-mile limits of features in the disputed sea claimed by Vietnam and U.S. treaty ally, the Philippines. They said such "freedom-of-navigation" patrols were expected to become more frequent.
The U.S. destroyer sailed within 12 nautical miles of Subi Reef, an artificial island built up by China in the past year.
A Chinese guided-missile destroyer and a naval patrol ship shadowed and gave warnings to the U.S. warship "according to law", China's Defense Ministry said.
The U.S. patrol was a "coercive action that seeks to militarize the South China Sea region" and an "abuse" of freedom of navigation under international law, it added.
U.S. Defense Secretary Ash Carter, testifying on Tuesday to the Senate Armed Services Committee, initially would only say the U.S. Navy had conducted operations in the South China Sea. But under questioning from lawmakers, he said the USS Lassen had passed within 12 miles of a Chinese artificial island.
China's Vice Foreign Minister Zhang Yesui summoned U.S. Ambassador Max Baucus, telling him that the patrol was "extremely irresponsible," the Foreign Ministry said. It earlier said the USS Lassen "illegally" entered waters near islands and reefs in the Spratlys without the Chinese government's permission.
"China will resolutely respond to any country's deliberate provocations," the ministry said in a statement that gave no details on precisely where the U.S. ship sailed.
Foreign Ministry spokesman Lu Kang told a daily briefing that if the United States continued to "create tensions in the region," China might conclude it had to "increase and strengthen the building up of our relevant abilities".
Lu did not elaborate, except to say he hoped it did not come to that, but his comments suggested China could further boost its military presence in the South China Sea.
In Washington, U.S. State Department spokesman John Kirby told a regular briefing that "Setting this aside, the U.S.-China relationship is vitally important and one we want to see continue to improve and to grow for the benefit of both our countries, not to mention the region."
SAFE DISTANCE
The U.S. defense official said the Lassen was followed at a safe distance by a Chinese ship and no incidents were reported during the 72-mile passage.
"I would expect that this becomes a regular operation in the South China Sea," the official said. "This type of operation shouldn't be seen as provocative."
The official said the Lassen had been followed for weeks by Chinese vessels before the patrol.
Subi and nearby Mischief Reef were submerged at high tide before China began a dredging project to turn them into islands in 2014.

Under the U.N. Convention on the Law of the Sea, 12-nautical mile limits cannot be set around man-made islands built on previously submerged reefs.
Pentagon officials say the United States regularly conducts freedom-of-navigation operations around the world to challenge excessive maritime claims. The U.S. Navy last went within 12 miles of Chinese-claimed territory in the Spratlys in 2012.

controlled Aleutian Island about six weeks ago, the defense official said.
The White House says Washington has made clear to Beijing, even during last month's visit by President Xi Jinping, that the United States would fly or sail anywhere that international law allows and stressed the importance of the South China Sea for commerce.
Asked on Tuesday about the patrol, White House spokesman Eric Schultz said he could not discuss details about military operations, but added: "Our freedom of navigation operations do not assert any specific U.S. rights."
The patrol was carried out just weeks before a series of Asia-Pacific summits that Presidents Obama and Xi were expected to attend.
China claims most of the South China Sea, through which more than $5 trillion of world trade passes every year. Vietnam, Malaysia, Brunei, the Philippines and Taiwan have rival claims.
The Philippines, a vocal critic of China's activities in the South China Sea, welcomed the U.S. action.
CHINA'S AMBITIONS
A range of security experts have said Washington's freedom-of-navigation patrols would have to be regular to be effective, given Chinese ambitions to project power deep into maritime Southeast Asia and beyond.
"By using a guided-missile destroyer, rather than smaller vessels ... they are sending a strong message," said Ian Storey, of Singapore's Institute of South East Asian Studies. "They have also said, significantly, that there will be more patrols – so it really now is up to China how it will respond."
Some experts have said China would likely resist attempts to make such U.S. actions routine. China's navy could for example try to block or attempt to surround U.S. vessels, risking an escalation.
Zhu Feng, executive director of the China Centre for Collaborative Studies of the South China Sea at Nanjing University, said he expected Beijing to limit its response as it ultimately did not want confrontation. "Both sides will be quite verbal but real actions, I hope, will show signs of exercising restraint," Zhu said.
Washington worries that China has built up its outposts with the aim of extending its military reach in the South China Sea. China says they will have mainly civilian uses and undefined defense purposes.
Xi surprised U.S. officials after a meeting with Obama in Washington last month by saying that China had "no intention to militarize" the islands.
Even before that, however, satellite photographs had shown the construction of three military-length airstrips by China in the Spratlys, including one each on Subi and Mischief reefs.

Leonard Fournette, Brandon Harris and Malachi Dupre had combined to put LSU ahead, 14-7, in the second quarter Saturday.

And then the sophomore trio all teamed up on one play to help extend that lead against Florida to 21-7 with a flea flicker that raised the excitement in Tiger Stadium as soon as they saw the pitch coming.

Dupre beat Gators cornerback Vernon Hargreaves III to a well-thrown ball from Harris and was tripped up at the 6-yard line after a 52-yard gain he nearly took to the end zone.

Fournette rushed the next play in for the 6-yard score.

President Barack Obama flew to Roseburg, Oregon, one week after a mass shooting at Umpqua Community College that took the lives of 10 people and injured nine others.
Obama met privately with the families of the victims of the shooting, which was the 45th shooting at a school in the U.S. this year.

Obama promised Oregon Gov. Kate Brown (D), who appeared with him on Friday, he would do everything he could to help prevent other shootings from happening.
"I've obviously got very strong feelings about this," Obama said, according to a White House pool report.
"We're going to have to come together as a country, but today is about the families," Obama added.
Several gun-rights activists protested Obama's appearance by carrying signs and handguns along the road the president took to meet with family members.
After the Oregon shooting on Oct. 1, Obama expressed frustration with lawmakers for not taking action to strengthen gun laws, saying mass shootings have "become routine."
"We've become numb to this," Obama said in a statement given from the White House.

Obama has given statements on at least 15 mass shootings, including the UCC massacre, during his time in office. He has continually called for tighter gun control laws, something many Americans agree with. According to a HuffPost/YouGov poll, nearly half of Americans think laws governing the sale of handguns should be stricter, and a majority of Americans favor requiring a background check to be completed before all gun sales.

Oregon Shooter Died Of Suicide

The suicide occurred during a firefight with law enforcement officers.

Christopher Harper-Mercer, the gunman in Thursday's mass shooting at Umpqua Community College in Oregon, died by suicide, local law enforcement officials announced on Saturday.
The suicide occurred during a firefight with law enforcement officers, who had arrived to disarm him, Douglas County Sheriff John Hanlin said at a press conference on Saturday. 
Two Roseburg, Oregon, police officers and an Oregon state trooper exchanged fire with Harper-Mercer within minutes of arriving at the scene. The medical examiner subsequently ruled Harper-Mercer's death a suicide, suggesting that Harper-Mercer shot himself before law enforcement could kill him.
The sheriff confirmed that Harper-Mercer was enrolled in the class in which he opened fire, killing 9 people, among them classmates and the professor.
Hanlin also revealed that law enforcement found an additional handgun in Harper-Mercer's home, bringing the total number of firearms in his possession to 14.
To show just how short a period of time it took for the entire massacre and police response to transpire, the Douglas County Sheriff's Office released the following timeline of Thursday's events:

Shortly before the Saturday press conference, The Associated Press reported on new details about what occurred on Thursday.
Harper-Mercer allowed a student in the class to survive and gave him a package to deliver to police, according to Janet Willis, grandmother of Anastasia Boylan, a student present in the classroom. Boylan told Willis that she was wounded and playing dead when she saw Harper-Mercer spare the other student and give him the package.
Willis also told the AP that Boylan recalled Harper-Mercer asking students if they were Christian and shooting them in the head if they said yes.
There are divergent accounts of just what Harper-Mercer said as he fired on the victims, though.
Stephanie Salas, whose son Rand McGowan survived the attack, said that McGowan remembers Harper-Mercer asking about people's religions, but not targeting Christians.
McGowan said Harper-Mercer would make each person stand and then ask them about their faith.
"'Do you have a God? Are you Christian? Do you have a religion?' It was more so saying, 'You're going to be meeting your maker. This won't hurt very long.' Then he would shoot them," Salas told the AP.
At Saturday's press conference, Hanlin did not provide additional insight on the motive of the shooter.

Vatican sacks gay priest after highly public coming out


The Vatican on Saturday dismissed a Polish priest from his Holy See job after he came out as gay and called for changes in Catholic teachings against homosexual activity on the eve of a major Church meeting on the family.
Monsignor Krzysztof Charamsa, a theologian, had worked at the Congregation of the Doctrine of the Faith, the Vatican's doctrinal arm, since 2003, and taught theology at pontifical universities in Rome, which have also dismissed him.
Charamsa, 43, told Italy's Corriere della Sera newspaper and Polish media that he was gay and had a partner. The Church teaches that homosexuality is not a sin but homosexual activity is, and priests, whether heterosexual or gay, take vows of celibacy.
Charasma followed up his media interviews with a packed news conference with his partner and gay activists at a Rome restaurant. They had planned a demonstration in front of the Vatican but changed the venue several hours before it was due to have started.
The Vatican said the dismissal had nothing to do with Charasma's reflections on his personal life, which it said "merit respect".
But it said his interviews and the planned demonstration was "grave and irresponsible" given their timing on the eve of a synod of bishops who will discuss family issues, including the Church's position on gays.
The Vatican said his actions were aimed at subjecting the synod, which Pope Francis opens on Sunday, to "undue media pressure". He presided at prayer vigil for the synod on Saturday night before tens of thousands of people in St Peter's Square.
At the news conference, Charamsa said he wanted to make "an enormous noise for the good of the Church" and apply "good Christian pressure" on the synod not to forget homosexual believers.
"This decision of mine to come out was a very personal one taken in a Catholic Church that is homophobic and very difficult and harsh (towards gays)," he said.
Francis DeBernardo, executive director of New Ways Ministry, which ministers to Catholic gays, said the Vatican's move was "sadly disappointing."
"It is unfortunate that Church leaders did not see Charamsa's announcement as an opportunity for further dialogue with someone they have known and trusted," DeBarnardo said.
At the news conference, Charamsa suggested that a study be made of how many homosexuals work in the Vatican.
"I ask the pope to be strong and to remember us, homosexuals, lesbians, transsexuals and bisexuals as children of the Church and members of humanity," Charamsa said.
The issue of homosexuality and the Church has dominated the aftermath of the pope's visit to the United States last week.
The Vatican has been embarrassed by a row over the pope's meeting during his U.S. trip with Kim Davis, a Kentucky county clerk who went to jail in September for refusing to honor a U.S. Supreme Court ruling and issue same-sex marriage licences.
